Go to https://pjm.com/Home/planning/services-requests/interconnection-queues and in the grid below you can filter by State, County) . Then you can see the projects transmission rights and planning.
You can then download the Feasibility Study and Impact Study on the Phases and Agreements tab. 
This is best done on a computer and not on a phone.
